Semiconductor
As a foundational conduit of the modern economy, semiconductors have earned a place at the top of Philippines' economic agenda. As the hosts of ASEAN 2026 Chairmanship, the Philippines will be operationalizing the ASEAN Framework for Integrated Semiconductor Supply Chain (AFISS).
Strategic Objectives
The ASEAN-BAC will drive the implementation of the semiconductor roadmap beyond government channels. This includes:
Convening various industry champions, investors, and technology companies across the region
Aligning of the private sector and regional policy processes both at the policy level and the industry level
Translating ERIA research outputs and ASEAN commitments into business-actionable roadmaps
Connecting the semiconductor agenda with ASEAN-BAC's broader digital trade, AI, and MSME workstreams
These goals are concretized in the ASEAN Semiconductor Roadmap 2026-2030, developed through ERIA's research and multi-country consultations. The research institute will also continue to conduct structured technical workshops involving all member states in the refining of the final policy. The ASEAN-BAC has also participated in the Critical Minerals Forum.
The ASEAN-BAC is also in a formal partnership with the Semiconductor and Electronics Industries in the Philippines Foundation, Inc. (SEIPI), the leading industry association in the country, to participate and align the Philippine Semiconductor and Electronics Convention and Exhibition (PSECE) 2026 with the goals of ASEAN.
Concluding this focus area is the ASEAN Tech Summit Manila, the flagship digital and innovation event featuring various semiconductor initiatives, and the endorsement of the Semiconductor Roadmap during the 58th ASEAN Economic Ministers this September 2026.
