Bettina Quimson is a three-time international award winner for programs using Public-Private Partnership (PPP) models to drive equal opportunity and grassroots transformation.

At ICTO, she led two flagship initiatives now mainline DICT programs — Tech4ED / Digital Transformation Centers and Free Wi-Fi for All — and played a pivotal role in DICT/s creation, elevating the country/s ICT function to Cabinet level.

She has built ICT-driven livelihood ecosystems nationwide — turning training hubs into business centers connecting underserved communities to freelance work through job-specific training, engineered to sustain and grow without continued external funding.
